How come all say the collector and "normal" golden swords are perfect if they are +dmg15% enchanted or whatever when i got a +20% when hp<50%.

Thats cos its <50% health.
Different criteria have different values.

15% - while in a stance, vs. hexed foes, while enchanted, while >50% health
20% - while hexed, while <50% health
